Reading First (Title I, Part B)
Overview

Iowa has submitted the state application to receive a Reading First grant. As outlined in the No Child Left Behind Act of 2001, state applications will undergo a thorough review by an expert panel, which was chosen by the secretary of education, the National Institute for Literacy, the National Research Council of the National Academy of Sciences, and the National Institute of Child Health and Human Development of the National Institutes of Health. These reviews will be used to make funding recommendations to the secretary and to provide comments and technical assistance to the states. When Iowa receives approval of the state’s grant, the Department will begin the technical assistance process for districts to apply for the receipt of program funds. It is expected that this process will take at least six months – therefore, no funds will be available to school districts at the beginning of the 2002-2003 school year.
