The web pages in this section provide resources for school personel assigned to plan and/or implement educational programs and services for homeless children and youth. Effective programs and services are best accomplished if pertinent resources are available that provide the information needed to make informed decisions. Existing thought of the office of education for homeless children and youth staff and the statewide adviory committee indicates that resources need to be available for school personel to achieve understanding of the objectives listed below:

  Homelessness: Local Program Planning and Review Guides:
Services for Homeless Children and Youth
  This guide includes two review formats, a Basic School and Community Service/Activity Checklists and a Comprehensive Local Education Agency Program Review Guide. These formats were developed to serve as tools to be used locally by school district personnel and Boards of Education in assessing needs and planning the development of quality policies and procedures to serve homeless children and youth. The formats address the requirements of Chapter 33, Educating the Homeless, Iowa Administrative Code and the requirements of the McKinney-Vento Homeless Assistance Act, Title X, NCLB. In addition, they include policies and procedures that are monitored during the Iowa Department of Education’s equity and school improvement accreditation visitations. Chapter 33 and the McKinney-Vento Homeless Assistance Act are included in the Appendices.

  A. Awareness and understanding of the incidence and needs of homeless children and youth.
  B. (1)Understanding of the use of effective methods for identifying homeless children and youth, both within the school and within the community.
    (2)Understanding of barriers that interfere with the enrollment and education of homeless children and youth; and, if present, that need to be removed.
    (3)Understanding of effective methods for maintaining a cumulative count of homeless children and youth who reside within the school district, including those not in school; and maintaining records of significant information regarding them.
  C. Understanding of effective ways to create an accepting and helpful school environment for homeless children and youth and their families.
  D. Understanding of state and federal resources and requirements for the education of homeless children and youth.
  E. Understanding of educational programs, policies, and procedures that have proven effective in meeting the needs of homeless children and youth.
  F. Understanding of effective methods for use in reviewing the extent existing educational programs, procedures, and policies within a school district are meeting the needs of homeless children and youth.
  G. Understanding of effective methods for use in reviewing the extent the existing programs within the community are meeting the needs of homeless children and youth and their families and understanding of effective methods for use in reviewing the extent the existing school district programs are successful in collaborating with community service providers.
  H. Understanding of the information needed by decision-makers for use in planning programs, adopting policies, and preparing procedures to be implemented within the school district.
  I. Understanding of and access to effective educational resources and lessons for use in teaching students within the school district regarding homelessness.
  J. Understanding of effective methods for evaluating the implementation of and the effectiveness of existing programs for homeless children and youth.
