Recently, the Class-Size Reduction Program was incorporated into the
new ESEA Title II Teacher Quality block grant. States and local education
agencies may use any portion of the nearly $3 billion in Title II funds
to, among other purposes, hire qualified teachers to reduce class size.

No Child Left Behind Act of 2001.
This is preliminary guidance from the US Department of Education.
Additional guidance will be forthcoming and will be used by the
Iowa Department of Education to revise the application form for
Iowa districts to use to apply for the federal funds.
School districts will again apply directly to the Iowa Department
of Education for subgrants. The funds will be a part of the
Title II Teacher Quality grant. When the federal allocation is
finalized, notice will be given to all Iowa districts to apply.
Additional information will be posted on the DE website when it
is available from the US Department of Education.
