Iowa 21st Century Community Learning Centers Program
With the enactment of the No Child Left Behind Act, 2001 (NCLB1, administration of the distribution of funding for the 21st Century Learning Communities (21st CCLC) program has been devolved to the states. The overarching goal of this new state administered program is to establish or expand community learning centers during non-school hours to provide students who attend schools eligible for Title I schoolwide programs (i.e., 40% of students are eligible to receive free and reduced lunch) with academic enrichment opportunities and supportive services necessary to help them achieve academically and develop socially, emotionally, physically, and behaviorally. Entities now eligible to receive Iowa’s grant funds for a period of five (5) years has been expanded to include local educational agencies (LEAs), cities, counties, community-based organizations (CBOs), faith-based organizations (FBOs), non-profit organizations (NPOs), or a consortium of two or more such agencies, organizations or entities. Applicants are required to plan their programs through a collaborative process that includes parents, youth, and representatives of participating schools or local educational agencies, governmental agencies (e.g, cities, counties, parks and recreation departments), community organizations, and the private sector. Sites currently receiving federal 21st CCLC funds may also apply for these funds.

To access the Request for Application (RFA), choose one of the formats below and download it. A list of schools with Title I schoolwide programs may be found below. Prospective applicants should notify the Iowa Department of Education of the intent to apply no later than 4:30 p.m. (CST) on April 20, 2004 to allow time for the Department to make arrangements for the review process. A signed original and four (4) copies of the application must be received at the Department no later than 4:30 p.m. (CDT) on May 20, 2004.

  On Thursday, May 15th, 2003, the Iowa Department of Education announced its list of eligible 21st Century Community Learning Center grantees. The list represents nine (9) school districts, one (1) community-based and one (1) faith based organization who will receive funding during the FY 03 fiscal year beginning July 1, 2003. All grants were made for a five (5) year period of time and all grantees are aware that future funding of this program is dependent upon future federal funds being received by the Department. The total amount of funds awarded totaled $3,086,973. The tutal amount of money requested from all applications reviewed and scored included $7,056,913 or about a 43.7% funding level for all applications received.
